Natural phenomena are non-negotiable. We ignore them at our peril. Regulation thus needs to mirror the processes of nature, supporting known activities and encouraging evermore allegiance to what we know of them. Policy needs to encourage such a paring, although effective means of achieving regulatory consonance involves governance of a unique kind. Such policy needs to adjudicate tight controls while it encourages and protects creativity and evolving thought patterns.

Achieving such a balance is what we call dual control. Knowledge-based collaboration in support of complex processes is not an ephemeral thing. It involves concrete, verifiable characteristics and it can function on given a certain set of conditions. It requires rigorous documentation to be sure, but the creation of documents with such information is just one step in the process.
