The point of the library is to consider all major aspects of legitimate governance. Institutions need to be official -- acknowledged as a part of the socio-political-economic milieau. In the current environment, this implies that organizations have positioned themselves and c an express themselves within networks that are socially and politically accepted, that are largely electronic and representative of computer-mediated communication, calculation, etc. We refer to this as immersion. I could also be said that they are thus "official." To be legitimate fully, organizations also need to carry out activities that are specifically expected of them in ways seen by their supporters, customers, constituencies, etc., as appropriate and helpful. In the case of the fundamental responsibilities of government, this second area is both serious and challenging. This second factor, considering social and technical functions, is fluidity, particularly the fluid transfer and use of knowledge-based processes that relate to the requirements of organizations generally and the particular sectors in question. Legitimacy of organizations is thus achieved by means of both immersion and fluidity, which concepts are otherwise described as socio-political legitimacy and cognitive legitimacy.
Library as capacity-building curriculum
The questions of organizational ability reflect the concept of fluidity, which is possible only by directly applying knowledge in computer-mediated forms. There are social questions. There are matters of management of resources and of technology. The environment is demanding, to be sure, and there are problems from contemporary social and political conditions. The Library supports understanding of necessary reforms -- and provides guidelines and insights on how they might be brought about. Health is a key area in this, but fundamental changes can only occur with renewed respect for nature and for the commitments and benefits brought on by societies and people that have come before.
